Greece Partners with UAE on $10 Billion Strategic Investment Plan, Boosting Tourism Over Three Years

Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan visited Athens on October 22, 2026, at the invitation of Greek Prime Minister Kyriakos Mitsotakis. The visit marked more than 50 years of UAE-Greece diplomatic ties. It launched a new three-year cooperation framework that moves the relationship from bilateral trade towards joint ventures targeting third-country markets across MENA, the Balkans and beyond.
The partnership centres on a $10 billion pipeline of proposed construction projects and joint ventures, backed by 15 agreements to align regulations and secure cross-border investment. Abu Dhabi’s sovereign fund ADQ is part of a €4 billion investment partnership, with Greece’s Growthfund helping to deploy Emirati capital. Mubadala is expanding beyond its existing Greek aquaculture holdings. Target sectors include AI and data centres, fintech and digital assets, clean energy and food security, logistics, and defence.
Tourism is a key focus, with the investment earmarked to modernise Greece’s tourism infrastructure for high-end travellers and to improve Gulf–Mediterranean connectivity. Mohamed Khalifa Al Mubarak, Chairman of Abu Dhabi’s Department of Culture and Tourism, was part of the delegation. The visit coincided with the Investopia Mediterranean Forum in Athens, attended by a 60-member Emirati business delegation. The article also ties the deal to the previously signed mutual defence assistance clause, citing Eastern Mediterranean tensions.
Note: The article describes the $10 billion as a pipeline of proposed projects, so these are not yet confirmed investments.
