If you live in the UAE and want to visit Japan, whether you need a visa depends on one thing only: the passport you hold, not your UAE residency.

Two things changed recently that most guides still get wrong:

  • From 1 July 2026, Japan’s visa fee rose roughly fivefold – from ¥3,000 to ¥15,000 for a single-entry visa, and from ¥6,000 to ¥30,000 for multiple-entry. It was the first change since 1978. Any page still quoting AED 80 is quoting the old fee.
  • Since 1 August 2024, the Consulate-General of Japan in Dubai no longer accepts visa applications over the counter. Every ordinary passport application now goes through VFS Global.

Do UAE residents need a Japan visa?

Your nationality decides this, not your Emirates ID.

If you hold a UAE passport: you are visa-exempt for short-term tourism and do not apply for a visa at all. Confirm your current permitted stay on the UAE Ministry of Foreign Affairs announcement on UAE–Japan visa-free travel before you book, as the permitted duration has been revised since the agreement began.

If you hold a passport from a visa-exempt country – the UK, EU states, the United States, Australia, Canada, New Zealand and around 70 others – you also do not need a visa for short-term tourism, wherever you live.

If you hold a passport from a country that requires a Japan visa – India, Pakistan, the Philippines, Bangladesh, Egypt, Nigeria, Jordan and roughly 100 others – you must obtain a visa before you travel. This is the majority of UAE expatriate residents.

Your UAE residence visa gives you no entry privilege for Japan. What it does give you is jurisdiction: it lets you apply from the UAE rather than your home country, and a stable, long-standing UAE residence with salary credits is treated as a positive factor in the assessment.

The fee change was approved by Cabinet decision on 19 June 2026 and applies to applications submitted on or after 1 July 2026. It is the first revision in 48 years. Fees are set in yen and collected in local currency by the mission handling your application, so the AED amount moves with the exchange rate.

Japan runs two application routes. Which one you use is decided by your nationality and your travel purpose – it is not a preference.

The eligibility list is maintained by Japan’s Ministry of Foreign Affairs and is revised periodically. Check your specific passport against the official MOFA eVISA information page before assuming you qualify.

The mistake that ruins trips

For the eVISA, Japan requires the visa issuance notice to be displayed on a device with internet access at immigration. A printed copy, a saved PDF or a screenshot will not be accepted. Arrive with a charged phone and a way to get online.

Who can apply for a Japan visa from the UAE

You can lodge your application from the UAE if:

  • You hold a valid UAE residence visa – VFS Japan UAE requires it to remain valid for at least 30 days beyond your date of return
  • Your passport is valid for at least 6 months from your intended entry date, with two blank pages
  • Your travel purpose is tourism, business, transit or a family visit
  • You can evidence sufficient funds for the trip
  • You have no prior immigration violations with Japan or elsewhere

Who cannot apply from the UAE

  • Expired UAE residence visa. Renew first, or apply from your country of nationality.
  • Visit-visa holders. If you are in the UAE on a 30 or 60-day visit visa, you are generally directed to apply in your home country. Exceptions are limited and case-specific.
  • Certain nationalities subject to additional screening may be referred to the Japanese mission in their home country.
  • Prior overstay, deportation or refusal history. Disclose it – concealment is far more damaging than the history itself.
  • Incomplete or altered documents. Forged or inconsistent paperwork causes refusal and can affect future applications to any country.

How to apply for a Japan visa from the UAE, step by step

Route A – Japan eVISA (online)

  1. Confirm your nationality is eligible. Check the MOFA eVISA list. If it is not there, go to Route B.
  2. Prepare digital documents. Clear, full-page scans – passport, UAE residence visa, Emirates ID, itinerary, hotel bookings, bank statements. Cropped or blurred scans cause delays.
  3. Register and submit on the official MOFA eVISA portal. Upload only the documents the portal asks for – extra uploads can terminate the application and force you to reapply.
  4. Pay the issuance fee – ¥15,000 single entry for applications from 1 July 2026, charged in local currency.
  5. Wait for the decision. You are notified by email at the address you registered. Check your spam folder.
  6. Travel. Show the issuance notice on an internet-connected device at immigration.

Route B – Sticker visa via VFS Global

  1. Assemble originals and photocopies of the full document set below.
  2. Book a VFS appointment at the Japan Visa Application Centre for the UAE. Applications may only be lodged within 90 days of your planned travel date.
  3. Attend and submit. Hand over your documents, pay the fee, and give biometrics if required.
  4. Wait for processing – a minimum of 8 to 10 working days from submission, excluding weekends and Embassy holidays.
  5. Collect your passport from VFS, or use courier return.

Where to submit in Dubai and Abu Dhabi

VFS Global operates Japan Visa Application Centres in both Dubai and Abu Dhabi. The Consulate-General of Japan in Dubai has not accepted counter applications since 1 August 2024, and neither has the Embassy in Abu Dhabi for ordinary passports – every ordinary-passport application goes through VFS.

Addresses and opening hours change. Take them from the official VFS Japan UAE portal rather than from any third-party page, including this one.

Residents of Sharjah and the Northern Emirates apply through the Dubai centre.

  • Original passport – 6 months’ validity, two blank pages
  • Passport photocopy, all pages including blank ones
  • Completed and signed Japan visa application form
  • Recent colour photograph, white background, taken within 6 months – 45 mm × 35 mm per VFS Japan UAE
  • UAE residence visa copy, valid at the time of application
  • Emirates ID copy, front and back
  • Confirmed return flight itinerary – a reservation is acceptable, a paid ticket is not required
  • Accommodation proof covering the full stay
  • Day-by-day travel itinerary
  • Bank statements, last 3 months, bank-stamped

Employed applicants

  • Employment letter on company letterhead stating position, salary and approved leave dates
  • Last 3 months’ salary slips
  • Employer trade licence copy, if requested

Self-employed and business owners

  • UAE trade licence copy
  • Company bank statements, last 3 months
  • Personal bank statements, last 3 months
  • Business registration documents

Business visa – additional documents

  • Invitation letter from the Japanese host company on letterhead
  • The host company’s registration documents
  • A letter from your UAE employer confirming the business purpose of the trip

On Bank Balance

There is no published minimum. What is assessed is whether your funds are credibly sufficient for your specific itinerary, and whether the account shows a consistent pattern. A stable balance with regular salary credits reads far better than a large deposit that appeared last week. Treat any specific figure you see quoted online as a rule of thumb, not a requirement.

Fees are set in yen and collected in local currency at the rate applied by the mission, so the AED figure varies. Fees are payable at issuance and are not refunded if the application is refused.

Processing time and visa validity

Processing takes a minimum of 8 to 10 working days from submission per VFS Japan UAE, excluding weekends and Embassy holidays. It extends to 3 to 4 weeks where documents are incomplete or additional checks are required.

Processing time is set by the Japanese authorities. No agency can shorten it – anyone promising to is misrepresenting the process. Optional VFS services affect logistics and appointment scheduling, not the consular decision.

Validity and permitted stay are two different dates. Validity is the window in which you must enter Japan. Permitted stay is how long you may remain once admitted.

Extensions from within Japan are rarely granted on a tourist visa. Plan the trip inside the stay you are given.

Common mistakes UAE applicants make

  1. Arriving at immigration with a printed eVISA. The issuance notice must be displayed on an internet-connected device.
  2. Applying too early. VFS accepts applications only within 90 days of planned travel.
  3. A residence visa that expires too soon. It must be valid 30 days beyond your return date.
  4. A photo that fails specification. 45 mm × 35 mm, white background, under 6 months old.
  5. Uploading extra documents to the eVISA portal. Additional files can terminate the application.
  6. Booking non-refundable flights before approval. A visa is never guaranteed.
  7. Bank statements that are not bank-stamped, or that show an unexplained large deposit.
  8. Concealing a prior refusal. Disclose and explain it.

Yes, but it is discretionary. Multiple-entry visas are generally issued to applicants with prior travel to Japan or G7 countries, a strong financial profile, or a documented business reason. First-time visitors are usually granted single entry. The fee is ¥30,000 as of 1 July 2026.

Is the Japan visa fee refundable if my application is refused?

No. Japanese visa fees and VFS service charges are not refunded if an application is refused, and third-party service fees are generally non-refundable once work has begun. This is why the document set should be reviewed properly before submission rather than after a refusal.
